This code does in fact work but it's strange that it only changes the characters body and not there head.

That's just a glitch, if you save the game and then reload it then you character will get their head. You can also change the sex of NPCs but this can make the game unstable.

Also, to be a bit picky the correct title of the game is The Elder Scrolls IV : Oblivion

I think you need to enter "sexchange [ID" where [ID represents the character ID of the target (you must be in a different area for it to work), remember to save and reload or the game'll crash when you enter the area the NPCs in. It can also ****up your game so remember ot back up your saves.

As for finding the actor IDs, I suggest you obtain the Elder Scrolls Construction Set and use it to look them up.
