A tough New York cop becomes the super powered Champion of Ishtar. But his superhero form is female. (Believed to have been cancelled before being released)

You are right ; the book was said to had about two or three issues done when the ' Power -Radio ' comics group (yes , the same people who brought "SNL " were the main investers of this org. ) pulled out . Lorne Micheals changed his mind in continuing the books and the company , in general , due to poor sales .
The storyline had to due with an enemy group that opposed the secret worshipers of the female godess . The cult kidnapped the grand-daughter of the leader of the group , while doing so was almost stopped by a cop , named Jack .
Having a reputation for getting his criminal jailed , Jack pursues them , only to be stopped by their mystics , which pisses him off to no end . He investigates and comes to the knowledge of the occultic situation of things and visits the grandmother of the kidnapped child .
She comes clean about who she is , her position in the sect and what they have planned for the girl . Jack is now more determined to bust up their plans , but the grandmother says " he " doesn't have the power to stop them . Jack asks her to help him to get them . By this time it's personal , so the grandmother tells him she can "endow " him with all the power that Ishtar can give to conquer them and retrieve her granddaugther .
So , the spell is cast , transforming the police officer Jack , into a volumptuous Amber . Jack is even more pissed at his transformation , but once its explained to him that the powers given can only be held by a female , he , with over-emote attitute , accepts it .
The effect was suppose to be temporary , but Amber's state of existence was strong , dominating , not to Jack's liking , guaranteeing that his life will be interesting 'til further notice .
This organization had alot fo other books that had potential . One book "Til Death Due Us " was one . The first two issues had the main characters changing into heroic comicbook characters ." Star-Seed " had a storyline where a virus , sexually-transmitted , made you look like you were on steriods .
This company had some veteran artists on deck too, including Dave(X-Men)cockrum doing some things(Fatale') . Too bad we didn't see enough of what they planned to offer . . . .

Agreed ; this organization did produce some very original characters .
Correction ; It was "Broadway Comics " .
