In this episode of the show- Gohan is under top secret training from Piccolo and is warned not to look up at the full moon but ignores the warning and looks up at it and finds himself turning into a giant King Kong-like weremonkey (Known as Oozaru in japanese). |

One of the best werecreature transformations by any cartoon
character. Because it involves a child character, it has also
overtones of accelerated puberty: Gohan begins bulking up until his
body, muscling up like an adult's, rips through his clothing; as if
flushed by a sudden onrush of testosterone, he grows aggressive and
his child's voice deepens into a bloodlust-charged roar; then hair
starts growing in odd places (on his hands, his back, etc.).
Finally, his child's facial features coarsen and bulge outward. But
instead of an adult human, what he transforms into is a gigantic,
monstrous creature with the body of an ape, tail of a monkey, and
snout of a canine. Naked but covered in fur, the beast that once
was Gohan raises its arms in bestial, macho pride and screams
before the full moon.

Goku and Vegeta both can turn into an Oozaru, especially in the
Bebi Saga where Vegeta is possessed by the Tuffle Bebi and turns
Golden Oozaru.
In many DBZ rpgs online (from mudconnect.com), Saiyans and
half-saiyans can turn into Oozaru (plenty of rping fun for all to
witness the transformation and react to it.
I wonder why Trunks and Bra (Vegeta's kids with Bulma), and Pan
(Goku's granddaughter, Gohan and Videl's kid), as well as Goten
(Gohan's brother) cannot turn Oozaru? Would they, as they would be
part Saiyan?

It's arguably the best were transformation in all of television,
and by far the best in anime.
To answer the above question, Saiyjins (on the TV show) cannot
transform if two things happen. Either the moon (or the lunar
energy source) is destroyed or (more common) their tail is cut off.
Since Trunks, Goten, etc are never shown with a tail, it's assumed
that they were cut off when they were born and can't transform (not
to mention in DBZ the moon is destroyed, negating almost all
attempts at future transformation).

Can't one of the sayain characters in one of the dbz games can turn
oozaru?

Actually one would need a tail to go oozaru.

Yeah, either my half-saiyan character's tail was cut off at birth
in many rpgs where I play a half-saiyan, or when he does grow a
tail and turns Oozaru, the other characters either blow up the moon
or cut off my character's tail.
